About recruitment policy :

The Board of Revenue had been authorized by the Government of UP to select a reputed agency to assist the District Collectors/ Magistrates in recruiting suitable candidates for filling up the vacancies of Lekhpal. The selection entailed an open and transparent three stage bidding process – inviting expression of interest, evaluating the technical bid and then selecting the bidder on the basis of the lowest financial quote amongst the technically qualified bidders.

3. Lekhpal is the main cutting edge functionary of the revenue department who looks after the crucial work of maintaining the land records at the village level. Large scale vacancy in this cadre was hindering the efficiency of the revenue department. Moreover, the quality of revenue services to the common citizen was also adversely impacted due to large scale vacancies in this cadre. This was a huge concern for both the State Government as well as the Board.

4. It would be recalled that there are in all 32,044 sanctioned posts of Lekhpal of which only 20,000 or so are currently filled up and about 12,000 positions are vacant. The selected agency would carry out an objective type written examination(80 marks) to shortlist an appropriate number of candidates for interview (20 marks) by a Selection Committee headed by the District Magistrate. The final merit list will be on the basis of total marks obtained in the written exam and the interview.

5. In response to our Request for Proposals six companies participated in the Tender Process. After a through scrutiny of their technical and financial proposals, the Board has decided upon M/s Tata Consultancy Services(TCS)as the Centralized Agency to assist the Collectors in the recruitment process. We expect about 20 lakh applications in this process.

6. It is pertinent to mention that TCS is one of the most reputed companies in India with a turnover of over Rs 73,587 Crore in 2014-15. They have successfully conducted recruitment and examination processes not only in various organisations within UP such as Allahabad High Court, UP Power Corporation Ltd, UP Jal Nigam, UP Awas Vikas Parishad etc but they have been associated with conducting examination with prestigious national level institutions such as IIT, IIM and Combined Law Admission Test (CLAT).
